The Team

CHIEF EXECUTIVE OFFICER

Kelvin Low

Mr Kelvin Low is one of Singapore’s most experienced dormitory operators, with close to two decades at the helm of purpose-built worker accommodation. As CEO of Tee Up Capital, Tee Up Asset Management and Garden City Management, he has shaped an organisation recognised as a pioneer of ESG leadership in Singapore’s dormitory sector — distinguished not only for operational excellence but for its genuine commitment to the well-being, dignity and community life of migrant workers.

Leadership Philosophy

“Asset management is ultimately about people — understanding how environments shape experiences, wellbeing, productivity and community outcomes. Through Surgo, we want to ensure that spaces continue to evolve alongside the needs of the people and industries they serve, through thoughtful operations, adaptability, and purposeful management.”
